此次保持距离改编的基本方向是，摆脱现有的抑制确诊患者的普遍限制，为提高预防接种率及切断未接种者、脆弱阶层的传播，以接种完成者为中心推进阶段性日常恢复，致力于切断未接种者、脆弱阶层的传播。
